The data fields linked to the impact area or to any area below it, as { id, title, entity, description } by title. 404 not_found for an unknown impact area; an area with nothing linked answers an empty list (legacy answered 404 for both). Legacy also took a fields projection (default id,title), which no caller sent. Answers { data, metadata }; legacy sent the bare array.
