Administration/Classification Impact Areas

Edits a link's impactAreaId, dataFieldId, relationType and/or description (only the keys sent are written; null or an empty string clears relationType/description), stamped with the caller, and answers the link as stored. Moving it to another impact area or data field drops the cached classification views of the area it left and of the one it moved to. An empty body changes nothing. 404 not_found for an unknown id; 409 impact_area_to_datafield_link_exists when the move lands on a pair that is already linked (legacy answered 500); 400 for a null or empty impactAreaId/dataFieldId, which legacy stored as NULL. Answers { data, metadata }; legacy answered the pre-edit row merged with the body.
