Get or create the workspace's Agent findings inbox.

The project where AI agents file the bugs / gaps they meet while working a task (restivity-focus-flow skill). Created on first use with a server-chosen reserved key (AGF, or AGF2… when a legacy project holds it); idempotent and race-safe. workspace_id omitted → the caller's personal workspace; given → the caller must be a member (403 otherwise).
