Add a custom status to a project.

Appends a stage to the project's board (position = last + 1). category defaults to in_progress. At most 15 statuses per project (409 status_limit_reached). When the project follows a non-empty team or workspace palette (inherited_from of the list), the write is refused with 409 inherited_palette. With nothing to follow (no palette above, or an empty one) the status is created and the project is on its own palette from then on. The caller must be a manager of the project: on a team project an accepted owner or admin of its team; on a project outside any team, the person it belongs to (403 forbidden otherwise). 404 when the project is not visible to the caller.
