Publish an article to the customer's connected CMS. Defaults to a DRY RUN describing what would happen. When the person asked for this, call it with confirm=true. Delivery runs after this call returns. If the article does not go live, list_content shows its lastPublishError. Webhook receivers: https://rctrl.com/docs/webhook
