Get Generator Settings

The proposal generator's own settings card (design's "Generator settings", Org Documents.dc.html L325-336): Upfront below, Name on notices clause, Support email, Keep originals. Backed by the pre-existing PROPOSAL_GENERATOR setting (settings_service.proposal_generator, already read at generation, follow-up and stale-sweep time, migration <= 0610) -- this route and the PUT below are its first reader/writer OUTSIDE those internal call sites, i.e. its first screen (2026-10-02, S4 "Org record + templates" build).
