Frederick, 2026-10-01: "we're going to manually send proposals out. It's not an automated thing. So when you download a proposal, we really should just mark it as sent." Downloading a draft marks it sent (service.mark_sent_on_download) -- a no-op on anything already past draft, so re-downloading a sent proposal changes nothing.
