Cancel Org Document

Cancel a draft proposal nobody has sent or signed yet (Frederick, 2026-09-30: "if a proposal stays in draft form and never gets signed or sent ... I should be able to cancel it or delete it or remove it"). orgs:write -- the same grant that can generate one. Refused (409) once the proposal has ever left draft: "any proposal that we've sent or get signed ... becomes part of a record".
