Void Org Document
Void a sent proposal with no decision yet (Frederick, 2026-10-01: "I should be able to void proposals because I can send a proposal. They might suggest an edit, go back, void it, edit, send a new one."). orgs:write -- the same grant that can cancel a draft or mark a proposal signed/declined. Refused (409) once the proposal is signed ("a proposal that's hasn't been sent yet, it should be able to be deleted. Just like invoices" -- a signed proposal is the customer's own executed record).
