List Watched Calendars

Whose calendar Rooster is watching, and when each was last swept -- the admin view Frederick's build task asked for (2026-09-26): "add an admin view ... listing whose calendar is watched and when each was last swept. A calendar that can't be read ... raises a finding."

Gated the same as the principal list (admin:people:read): this is a people-roster fact, not a calendar-content one -- meeting titles and attendees never leave calendar_watch.watched_calendars_admin_view's own shape, only email/name/active/swept-at/error.
