List All Grants

Every principal's live grants in one bulk read (registry. list_all_active_grants) — backs the People & access per-page grant matrix so the frontend doesn't fan out one request per principal. Gated the same as the principal list itself (admin:people:read); it reveals nothing a caller couldn't already reconstruct by paging through every principal's own GET .../grants one at a time.
