View As Colleagues

The view-as picker's roster (Frederick, 2026-08-09: "I can select the user I want to view it as"). Reuses supervisor_service.list_assignable_colleagues -- the SAME every-active- human query the ticket-detail assignee picker already runs -- rather than a new one; this is a different SURFACE for an identical need ("every real, active human someone could reasonably pick"), not a different fact.
