Read Intake Attachment

The bytes of one attachment, so the thread can SHOW it.

There was no way to read an attachment back. It could be uploaded, listed by name, and deleted -- but never displayed, which is why a screenshot pasted into Talk to Rooster appeared as the words "(screenshot attached)" and nothing else. Frederick sent the same picture three times: "the screenshot is not being submitted to the ticket thread". It was being stored. It simply could not be fetched.

Scoped to the conversation AND checked against its reporter, so an id guessed from another conversation reads nothing.
