Answer Build Question

Answer the question the builder is waiting on, and requeue the issue.

Frederick, 2026-07-29: "once they respond to it, it gets back in queue... and then you work the list again. When you get to it again, you pick up where it left off with additional information."

The answer is carried into the next attempt's prompt, so the retry resumes rather than restarts -- an answer nobody reads is the same as never having asked. It does not spend an attempt, because being asked a question was never a failed one.
