Abandon Intake Conversation

Drop a report the reporter started and does not want to finish.

Frederick, 2026-08-12: "there has to be a way to cancel a ticket... should there be a button for that?" There should. Before this there was no way at all -- a half-written report stayed open forever and the board's header button kept saying "Resume".

409 on a FILED conversation: it produced a real issue, and that issue has its own disposition path. Nothing is deleted -- see intake_service.abandon for why the transcript is kept.
