⛔ROOSTER-ONLY, spelled rooster: per this codebase's own naming convention (ci/route_callers.py's own docstring) -- this is a CEO execution action (the build task's own architecture: a fourth model seat that EXECUTES what the board decided), not a human clicking a button on the Today page. Unit H's own build task builds the window a person sets their own hours in and the mechanism that books a huddle against those hours; deciding WHICH work items warrant a huddle at all is left for a later unit to wire -- see this module's own build report.

No _may_edit here on purpose, unlike /availability/{id}: this route never writes anybody's OWN hours, it only READS both people's already- saved (or defaulted) windows to find a shared opening -- the same company rule migration 0388's own header states: "if your calendar has available time, it can be booked during business hours... The absence of a block IS the consent."
