Rerun Reconciliation
Reset a reconciliation row to pending and re-enqueue fetch_vxt_transfer_leg.
Useful when: VXT was temporarily down during the original run, a timeout fired too aggressively, or a multi_match was resolved manually. Does NOT un-stitch an already-stitched transcript — only replaces the state for reconciliations that didn't match successfully.
