Read an account or machine setting

Account-wide keys (e.g. theme) need no executor_id. Machine-scoped keys (e.g. local_executor_backend, scheduler_paused — which coding-agent CLI a specific Mac uses, whether its local scheduler is paused) require executor_id; the returned value is what's REQUESTED — compare updated_at to applied_at to see whether that machine has confirmed it yet.
