Update an inbox

autonomy governs OUTBOUND: auto sends, notify sends and files a notice, approve_first holds for a human. inbound_jobs_on governs INBOUND and is the one people trip over: it defaults to fresh (uncorrelated mail only), so REPLIES to mail you sent do not wake a job. Any support or reply-driven workflow wants all.
