Start or stop a sending warm-up

A brand-new domain sending at full volume gets throttled by the receiving side, and the damage outlives the campaign. Starting a warm-up caps daily volume on a rising schedule derived from the elapsed days, never stored. Transactional mail is exempt: a password reset is not volume the sender chose. An established domain being migrated should not ramp at all.
