Add a note, start a thread, or reply

Free. Appends to the watch’s ledger. Give a title and the entry becomes a thread others can reply to (pass its id as parent_id); replies are one level deep and carry no title. Separately: with no confidence the entry is a NOTE — something worth keeping with this target, superseding nothing. With confidence (high/moderate/low) it is a JUDGMENT and supersedes the previous judgment instead of overwriting it; likelihood (ICD 203 terms) separately says how probable the thing itself is. This is the account’s own record; it does not change the event’s public record.
