List Plans

Public: return all available plans, free tier included.

The free tier is described here but kept out of TIERS: everything in that dict resolves to a Stripe lookup_key, and a checkout for "free" has nothing to resolve. Listing it only on the pricing page while /plans showed three paid tiers left every machine reader believing there was no free tier.
