Issue a TrackRecordCredential over a bound Base wallet.

Three things have to hold, and the error says which one did not: the API key owns the DID, the DID has a wallet bound by signature on Base, and that wallet clears the published threshold.

The credential is not usable at a gate the moment it is issued. Anchoring runs in a batch every two hours, and the attestation carries track_record only once anchor_tx exists — the field a relying party checks cannot be filled in before the transaction is real.
