Credits Solvency V0

Public, recomputable on-chain USDC solvency (solvency_usdc_v0).

Read-only and UNAUTHENTICATED by design: a third party must be able to fetch the inputs and reproduce the value independently from a Base RPC. Spec: docs/solvency-usdc-v0.md (v0.1.0). Path (C) only — reads recorded on-chain USDC deposits; does NOT touch wallet_score / shadow_score.
