Update Cluster Kubeconfig

Update cluster dashboard kubeconfig (internal).

This updates the read-only kubeconfig used for dashboard metrics and status. The admin_kubeconfig is preserved separately for admin operations.

Used to replace expiring tokens with long-lived service account tokens.
