List Backup Enabled Clusters

Cluster ids with at least one backup-enabled deployment.

Consumed by the worker's daily backup.rotate-credentials job, which re-runs the idempotent cluster setup (heals credential secrets and rotates org API keys approaching their mandatory expiry).
