Read document artifacts quarantine

Quarantined Google Workspace ingestion artifacts across the accountant's assigned companies, newest first. data.artifacts is capped at 200 and so can never report the queue's size; meta.total counts every artifact matching the same filters (#2014).

#2591: only artifacts quarantined for this hygiene reason (metadata.hygieneReason). Applied to BOTH the list and the count. Any other value is rejected with 422.

#2591: only this customer's artifacts. Must be one of the accountant's own assigned companies (403 otherwise); a malformed id is rejected with 422.
