Re-run deterministic QA after remediating a blocked proposal

Accountant-only, idempotent recovery action. Re-reads the current chart of accounts and filing locks, refreshes role-derived account snapshots, and records proposal_rechecked. A passing proposal returns to pending_review; this endpoint never auto-approves or materializes.
