Approve and apply a batch of transfer proposals

#2303 reviewed lane. Approves and applies each proposed/approved transfer match through the same writer as the single apply (intra-cash transfer or credit-card payment). Per-item outcomes: applied, skipped (already applied/rejected, investing activity, a leg consumed by another applied match) or failed (the writer's refusal message; the match stays proposed).
