Accepts raw PDF or image bytes authorized by both the authenticated AAL2 owner session and the X-Loppee-Upload-Token header. The owner, token, content type, size, SHA-256, and file signature must all match the immutable intent. A private asynchronous safety scan begins before the evidence can enter review.
