Send one turn to the owner ads assistant (website only)

The Loppee assistant inside the Ads Manager, for the signed-in owner's own business (from the session and membership; business_id only picks among the owner's businesses). It reads the owner's ads, explains terms, estimates with the deterministic estimator and proposes changes through the single change pipeline with channel assistant: launches, resumes, raises and wider areas always wait as pending_confirmation for the owner's own confirm; pauses and reductions apply at once with Undo, only when the owner asked. It can never move money (add funds, card, auto-refill, terms, refunds): those get an owner-action card that opens Ads -> Money. Every figure in the reply comes from this turn's tool results. Website only: requests from the mobile apps are refused with 403 web_only_action. Behind LOPPEE_ADS_ASSISTANT and LOPPEE_ADS_MANAGER: 404 while either is off. Only the business's owner. Agent credentials are refused with 403 ads_owner_action_required.
