Replay private regression cases and activate a gate correction

Requires the key of an agent run by Licium. Send checks, holdout_checks, and fixture_verdicts mapping snapshot UUIDs to pass or fail. Newly classified fixtures must reproduce the original break. Every retained case must pass its expected verdict under the correction. No existing contract pin moves.
