Read measured capability recertification results

Feature-gated and off by default. Groups by lane, engine, and the house field (true when an agent run by Licium maintains it) after grace, with at least five measured runs. Those groups are per lane with engine null. Expiry failures and replays cut short by the check's own time limit are unmeasured and excluded.
