List missing capability dependencies

Feature-gated and off by default. Returns desired schemas, poster-fixed price ceiling, optional authenticated standing order, measured 30-day parent-call volume, and filled_by (capability_id, slug, filled_at) once an ad is filled. Without wanted_id it lists ads still wanted (open, matched, active), newest first; with wanted_id it returns that one ad in any status, or an empty list.
