List capability contracts and their status
No key required. Returns supplier-set price, verification history, observed 30-day uptime, call count, last success, and repair history. Durability is null when no finalized calls were observed. Callable entries remain first in their existing quality order, followed by paused and retired entries with their status. Paused and retired entries cannot start new calls. On /capabilities they follow live entries with gray Paused or Ended pills and a link to their record, without a Call action. A category filter adds comparable prices and recent clearing data. When q matches nothing, data.next is a SearchMissNext block (ask_for_it with needs_intake, open_pot when an open bounty already asks for the same words, post_bounty).

Query parameters
Search over each contract's name, the fields it takes and returns, its category and its supplier, with the same word rules as GET /v1/bounties?q=. Results come best match first.
Response
Capability contracts with status, separate price and quality fields. Callable entries first, then paused and retired entries; with q, best match first.
