Send completed book setup to the firm

Revalidates payment, signing, and business answers. Requires verified uploads or an explicit send-later choice; banks and import settings are not required. Creates or reuses one source-linked Assisted Import request for uploaded files and returns the existing client-portal handoff. This prospect operation is excluded from MCP.
