Get a firm's public client-onboarding offer

Returns only a ready firm's published packages, question definitions, branding, and public onboarding contact. An unknown firm or a firm without a complete published offer returns 404. This prospect-facing operation is intentionally excluded from MCP; agents must not impersonate a prospect. Authenticated firm enrollment reads and their read-only MCP tools are deferred until the firm follow-through workspace is introduced.
