Publisher Account - List

Lists API-key accounts under the logged-in publisher. Returns prefix + last-4 hint + cpc_share + tier + date_created + date_last_used. NEVER returns plaintext or hash (we don't have the plaintext; we only stored the SHA-256 hash at issuance / regenerate time).
