Publisher Account - Create

Generates a fresh key via PublisherAccountManager, INSERTs the hash + prefix + hint into publisher_account, and returns the plaintext IN THE RESPONSE BODY exactly once. The plaintext is unrecoverable after this call — the SPA MUST force a "copy this key" confirmation step before the modal closes. Body: account_name*, cpc_share (default 0.7000), rate_limit_tier (default 'default'), organic (default false).
