The state of one human-approval request

One request by its apr_... id (F46-7b): pending (waiting on a person), approved (may be re-submitted once with approval_id), denied (do not retry as-is), consumed (already executed — each approval runs exactly once) or expired, with the non-secret summary, who decided and when. Another account's approval id is a 404, not a 403.
