Re-deliver every failed event of an endpoint (bounded; call again while hasMore)

Queues one re-delivery per event whose delivery ended failed and that has no re-delivery queued or delivered since — oldest first, at most antal (≤ 500) per call; siden (ISO 8601) skips older events. Calling it twice queues nothing twice. 409 while the endpoint is paused. Session, or an API key with the webhooks scope (403 without it, or for a team member who may not change webhooks). Requires Pro. At most 10 calls an hour per account (429 with Retry-After).
