Invite a person by email with a role (owner only)

Roles: developer, billing, read_only (ownership is given by promoting a member). The invitation holds a seat until it is accepted, withdrawn or expires (7 days); 402 seat_limit when the plan has none left. When no email can be sent, the response carries the accept link for the owner to share.
