Create an async bulk-export job (CSV/NDJSON/GeoJSON over a bounded id list)

Resolves the supplied ids (bfe[] for bbr/matrikel, uuid[] for adresse) cache-first and serializes to the chosen format. Metered per requested id. Poll the job, then GET …/download once status is completed.
