WDs applicable in a state/county
The compliance shortcut: 'I'm bidding a contract in this state/county, which wage determinations apply?' Returns all currently-active DBA, SCA, and CBA records that include the requested jurisdiction.
Statewide DBAs (location with no county) are included regardless of the county filter, since they apply everywhere in the state. No date filter, so no window block: this endpoint answers "what is in force here now".
type narrows to DBA/SCA/CBA. Without it, CBAs sort first (alphabetical wd_type) and can dominate the default page in a CBA-heavy jurisdiction , a services bidder checking Davis-Bacon/SCA coverage previously had no way to filter them out.
