Get a single wage determination

Lookup by sgs wd_id (the internal ID, e.g. '43309') or by the human-readable WD number (e.g. 'AK20260001'). Returns the canonical record with full location array, a rates[] block (for DBA/SCA: each classification's hourly wage + fringe), and (for CBAs) the cba detail block: contractor name, union, effective dates, services covered.

Flat detail response (§1.2): the record at the top level, no pagination. The rates and cba enrichment blocks sit alongside the record fields (like the existing cba block), so their presence/absence is explicit.
