Align AI Studio group catalog organizations with their live FGA parents

Align existing catalog rows only after the primary-org tuple move succeeded.

Runtime-only (or direct-loopback localdev), without user delegation. The target must manage accountId and be every group's sole live FGA parent. Validate the entire locked batch before updating it; preserve ids, names, members and grants. Missing rows are counted, not created. Deleted/readonly rows are never changed. Ordinary import/rename tenant-conflict checks remain unchanged.
