Ensure Dock has an account that AI Studio created

Create the account's catalog row and platform parent edge unless Dock already has it.

Idempotent and runtime-only: the Studio route that calls this is already restricted to platform admins, and a forwarded user credential is refused. An existing account is left unchanged (an earlier create whose FGA sync failed is finished), and a deleted one is never revived. A 502 means the platform parent edge or the global installs are not in place yet: call again. New accounts use the legacy segment, the same as accounts synced from the core platform, and take the Studio id as their number.
