Import AI Studio group catalog metadata

Import names for existing FGA groups, preserving operator names and deletes.

Requires the configured Studio Terraform/registered runtime Google identity. Autonomous Terraform needs no group FGA grant; runtime must forward a user. Writes no memberships, organization parents, or creator grants. Conflicting catalog tenancy and entity parents are errors. With X-User-Authorization, require selected-scope Studio workspace owner and live managing-organization evidence for every group before any mutation.
