Re-run every failed cell in the table

Re-run ONLY the cells that failed, across every formula column of the table: the 'fix what broke' action.

A table-level endpoint rather than a client-side loop over columns: each column still passes through its own credit gate and lineage workflow, but the column list is resolved once and the request cannot half-complete.

Columns whose workflow start is still queued contribute no run to the response; the active-runs poll picks those up.
