Rate an assistant message

Runs chat.setMessageFeedback (public — guests vote too, authorized by the guest sessionToken). Assistant messages only. type is the vote; category and reason carry the thumbs-down detail and are optional, so a bare vote is a valid body. Re-posting a different type replaces the previous vote rather than stacking.
